Even some constables in the GRP, Mumbai, became millionaires during Shri Ravindra Anant Shisve’s tenure.

Shri Ravindra Anant Shisve, a senior IPS officer of the Maharashtra Cadre, currently serves in the State SID (Intelligence). He previously held the position of Commissioner of Police, Railways, Mumbai, with the Government Railway Police (GRP). Renowned for his deep knowledge of the Gyaneshwari (ज्ञानेश्वरी) and other Hindu scriptures, Shri Shisve often imparts his insights to constabulary staff during duty hours.

On March 4, 2025, Police Constable Yogesh Jalinder Adate (Buckle No. 87) lodged a formal complaint with the Commissioner of Police, Railways, Mumbai, alleging a criminal breach of trust involving ₹90,00,000. The review of the complaint suggests that during Shri Shisve’s tenure as Commissioner, widespread illicit activities allowed even low-ranking police personnel to allegedly amass significant wealth, with some possibly becoming millionaires.

The brief of the complaint is that, On March 4, 2025, Police Havaldar Yogesh Jalinder Adate (Buckle No. 87), from the Local Crime Branch of Mumbai Railways, lodged a complaint accusing Assistant Sub-Inspector (ASI) Ravindra Darekar of criminal breach of trust involving ₹90,000,000. Adate alleges that Darekar, claiming to run a security business in Pune with partners Dattatre Mohite and Suresh Ghule, stated that ₹550,00,00,000 (₹550 crores only) was held in a bank account, requiring urgent funds for release. Darekar allegedly promised that any funds provided would double within two to three months. When Darekar failed to repay and started avoiding Adate, the latter realised he had been defrauded. Adate and his wife continue to demand the return of their funds.

On February 27, 2025, ASI Ravindra Darekar issued three checks totaling ₹9,000,000 to Adate. Bank inquiries revealed the checks were invalid, confirming Darekar’s fraudulent intent and constituting a criminal breach of trust. Adate formally lodged a complaint with the Commissioner of Police, Railways, Mumbai, on March 4, 2025, detailing the deception.

Adate’s complaint against Darekar, involving ₹9,000,000, is a matter of serious concern. Submitted to Shri Ravindra Anant Shisve on March 4, 2025, it also raises questions about the legitimacy of Adate’s possession of such a large sum. A thorough investigation into both Darekar’s alleged misconduct and Adate’s financial dealings is warranted.

Under prevailing laws, the railway police must either register a First Information Report (FIR) or transfer the case to the appropriate police station for investigation. The matter should also be referred to the Anti Corruption Bureau, Mumbai, for potential corruption scrutiny, and notifications sent to the Income Tax Department and Enforcement Directorate to probe financial irregularities.

On March 19, 2025, a letter (जा. क्र.. पोआलो /अर्ज शाखा/सफो/रविंद्र दरेकर/२०२५/३०६५) directed that the offense be registered with the concerned police station, specifically naming Adate. This directive appears to deviate from prescribed legal procedures, potentially violating Section 198 of the Bharatiya Nyaya Sanhita (BNS), 2023. Actions by Shri Ravindra Anant Shisve (IPS) suggest a possible disregard for established protocols, necessitating further examination.

We express hope that Shri Rakesh Chandra Kalasagar (IPS), the newly appointed Commissioner of Police for Railways, Mumbai, will diligently and fairly address the ongoing case. We trust that justice will be served without the need to escalate the matter to Smt. Rashmi Shukla, Director General of Police (Maharashtra State), for intervention.
